    The Premium is an allowance based on current house purchase costs in a destination location, directly tying the amount of the payment to the cost of housing, where help is needed most.

    An alternative to the traditional Domestic COLA, the premium is designed to target housing only, and differs from a typical salary-based COLA, which is limited by the amount the employee earns.
